Furthermore, recent changes at the NIH now see research grants being allocated all at once rather than over multiple years, drastically reducing the number of funded projects.

Despite the general compliance, there are signs of resistance. Grassroots organizations and individual scientists are finding new ways to oppose the administration's actions. "They're throwing everything at the wall to stop NIH from spending," the official noted, highlighting the growing activism among scientists who were previously unaware of the severity of the administration's interventions.

A significant declaration, the Bethesda Declaration, signed by 484 NIH staff, has accused the NIH director of failing to utilize congressionally appropriated funds for critical research, signaling a new level of internal opposition.

Ryan Gutenkunst, head of the Department of Molecular and Cellular Biology at the University of Arizona, remarked on the psychological toll: “The chaos at NIH is definitely freaking [faculty and students] out and wasting huge amounts of emotional energy and time.”
